A lot is happening in the area of rent regulation in the state of Brandenburg. On November 19, 2025, it was announced that the state government plans to control rents more strictly in 36 municipalities in Berlin's suburbs. According to a report by the Ministry of Infrastructure, there is a tight housing market in these cities and municipalities, which is not positive news for tenants. The rent cap will apply from January 1, 2026, particularly in the districts of Dahme-Spreewald and Teltow-Fläming.
In Dahme-Spreewald there are a total of seven municipalities that are affected by this regulation, including Bestensee, Königs Wusterhausen, Schönefeld, Wildau and Zeuthen. In Teltow-Fläming, Ludwigsfelde and Zossen are added. Rental prices for new tenant changes should not be at least 10% above the local comparative rent. This is a positive development, as in the past the upper limit for rent increases was 20%.
Lack of living space and high rent prices
Pressure on rents is growing, especially in Schönefeld, where mayor Christian Hentschel points out that even middle-income people are having difficulty finding affordable housing. The average rent is currently 12.50 euros per square meter. In new buildings, tenants can even expect to pay up to 19 euros per square meter. Hentschel hopes that the tightened rent cap can curb prices, and he is concerned that unused living space, for example through Airbnb, will be regulated.
The mayor of Ludwigsfelde, Andreas Igel, makes a similar statement, reporting major challenges in finding affordable housing. The average rental price here is 11.10 euros per square meter. Igel would like the rent cap to help slow the rise in rents, but is eagerly awaiting the final form of the law.
The most expensive cities and the regulations at a glance
When you talk about rental prices, you obviously can't ignore Wildau. This city is considered the most expensive in Brandenburg. Mayor Frank Nerlich has expressed his concerns: Implementing the rent cap could be difficult because tenants would have to challenge the high rents themselves. These challenges do not come as a surprise, as the situation on the housing market throughout the region has worsened in recent years.
According to reports from BBSR 30.5 million people live in areas with rent controls, which is 36% of the German population. The problem of rising rents is not limited to local areas, but affects many large cities and metropolitan areas. The rent cap was introduced in 2015 and has now been extended until the end of 2029 the Bundestag held on.
