Struggle for better wages: Negotiations at the Elbe-Elster Clinic fail again

The fifth round of negotiations between the ver.di union and Elbe-Elster Klinikum GmbH once again failed to reach an agreement on a wage increase Niederlausitz Current reported. The discussions have been ongoing since August 2025 and affect around 680 non-medical employees and 60 trainees at the clinic locations in Finsterwalde, Elsterwerda and Herzberg.

ver.di pursues a clear strategy: an 8% increase in wages or at least 350 euros more per month is required. In addition, weekly working hours should be reduced to 38.5 hours with full wage compensation. Adjusting allowances, special annual payments and improvements to rotating shift work are also on the union's wish list. The next round of negotiations is scheduled for December 16, 2025 in Elsterwerda and the hope for an agreement remains.

What happened so far

This comes into force on January 1, 2026 and replaces long-standing regulations. But there is no progress in wage increases and there is consensus that the existing situation is unsustainable.

For employees, for example, an alignment with the collective agreement for the public service (TVöD) to a level of 96% to 97% would be a real ray of hope. In particular, the adjustment of the allowances for shift and alternating shift work as well as an increase in training remuneration by 150 euros are urgently needed in order to increase the attractiveness of the professions in the clinic.

The direction of view forward

The current situation is not only a challenge for the clinics and their employees, but is also in the context of larger collective bargaining in the public sector. Public Service News informed that collective bargaining for the public sector in the federal states will begin in December 2025, with demands for 7 percent more salary or at least 300 euros on the table. This could even serve as a benchmark for future collective bargaining in the healthcare sector.

Once again it is clear that both working conditions and pay in the healthcare sector urgently need to be examined so that employees can work under fair conditions. The hope now lies in the upcoming round of negotiations, in which both sides should pull together to find solutions without further delays.
